Special Mentions
- Under Rule 280 of the Rules of Procedure of the Delhi Assembly, a member who wishes to raise a matter, which is not a point of order, has to give notice to the Assembly Secretary in writing. This device is popularly known as ‘Special Mention’ and the procedure for it has been evolved as per directions of the Speaker. It is a very effective device for the Members to invite the attention of the Government to issues relating to their Constituency or some latest developments.
- The Notice of Special Mention is to be delivered to the notice latest by 11.00 AM of the day of the sitting when it is to be raised. Normally ten members are allowed to raise such matters in the House. Priorities of the members, who have given notice, are determined by balloting held at 11.15 AM in the Secretary’s Room. However, the Speaker can allow more members to participate keeping in view the importance of the matter. The members have to give the text of the matter to be raised in advance with the notice, and are expected to stick to the text when raising the issue in the House. A copy of the text is sent in advance to the Minister concerned so that, if the need is felt, the Minister can reply on the floor itself. Copies of the text are also sent to the departments later, for further necessary action. Special Mentions are normally taken up immediately after the Question Hour i.e at 3.00 PM.
