"The Assembly of the National Capital Territory of Delhi hereby resolve that in order to have an effective check on the growing population and in order to provide a fillip to the national programme of Family Planning and Family Welfare, the Government of India should be requested to take necessary steps for the introduction of amendments to the Representation of the People Act 1951 (Central Act 43 of 1951) providing that a person shall be disqualified for being chosen as, and for being, a member of the Legislative Assembly or Legislative Council of a State or of a Union Territory or of either House of Parliament if he has, with certain exceptions, more than two children after a date which may be notified by the President"
