“The Legislative Assembly of NCT of Delhi, in its sitting held on 09 April 2018 In pursuance of the decisions taken by the General Purposes Committee of the Legislative Assembly in its meetings held on 17 November 2016 and 09 April 2018; and Taking into consideration, various litigations in the courts of law that the Legislative Assembly is forced to enter into, Hereby resolves: that all the decisions regarding selection and terms and conditions including the fixing and payment of professional fee/remuneration for engagement of legal professionals and consultants to procure necessary services for the Legislative Assembly be taken by Hon’ble Speaker; that the Hon’ble Speaker is free to adopt the procedure that he deems to be in the best interest of safeguarding the independence of the Legislature for arriving at such decisions in this regard; that the Secretariat of the Legislative Assembly shall meet all the expenses to be incurred on this count from its budget with due approval from Hon’ble Speaker and Hon’ble Speaker alone; and that any attempt in any quarter to do anything in violation of this resolve of the Legislative Assembly shall be treated as Contempt of the House and Breach of Privilege of the House and all those responsible for any such contemptuous conduct shall be proceeded against as decided by Hon’ble Speaker and as per the Rules and Procedures of the House.”
