“The Legislative Assembly of National Capital Territory of Delhi in its sitting held on 02.12.2019 resolves: That this House in its sitting on 02 Dec 2019 resolves that Lakhs of residents of unauthorized colonies in Delhi have been leading undignified lives since decades devoid of basic amenities like clean drinking water, basic sewage, roads, drains and hygienic living conditions; That they have been fooled by successive Central Governments for a long time in the name of Regularization of their colonies; That the present Government of Delhi vide its cabinet decision dated 5 November 2015 approved the regularization of unauthorized colonies and had sent it to the Union Urban Development Ministry for its final approval; That the present government led by Shri Arvind Kejriwal during past five years has sanctioned and spent around Rs 8147 crore on the developmental works in unauthorised colonies whereas the previous Government in year 2009-14 spent only 1146 crore on development works in these colonies; That during the years 2004-2009, only 309 unauthorized colonies out of a total of 1797 colonies, could get sewage systems and roads and only Rs. 811 crores were spent on these works That from year 2015 to 2019, the current Delhi Government laid sewage systems and roads in 1281 colonies, and the funds spent were Rs. 4312 crores; That in years 2002 to 2019 water pipelines were laid only in 45 colonies while during the years 2009-2014 only 245 colonies could be covered; However, during 2015 to 2019, water pipelines have been laid in 579 colonies with total spending of Rs. 391 crores; That this House appreciates the Delhi Government for its historic development works in unauthorised colonies; At the same time, this House express its deep concern about the delay in regularisation of these Colonies and it is very unfortunate that the Delhi Government's decision was kept pending by the Centre for more than four years; That , recently Lok Sabha has passed a bill in relation to these Unauthorized Colonies and it is hoped that the Rajya Sabha too will pass it soon; However residents of unauthorised colonies remain skeptical because they want registries (legal ownership rights) of their properties in their hands and not a piece of legislation. That, though, the Government of India is now using satellite mapping for demarcation of boundaries which was suggested by Government of Delhi, this process should have started much earlier by Central Government; This House notes that the Central Government willfully delayed the process by wrongfully insisting that Delhi Government use the TSM (Total Station Method) for demarcation of boundaries; This was also just a ploy of the Central Government to delay the process of regularization and shift the blame on others. The Central Government is deceiving the people by offering registry to just one hundred properties; This house believes that these 100 registries are just a is Photo-Op and PR exercise of Central Government to manipulate residents of Unauthorized Colonies; That this House demands that the residents of unauthorised colonies should be immediately allowed to register their properties and registries of respective properties should be provided within three days of submission of documents.”
