"The Legislative Assembly of NCT of Delhi in its sitting held on 03.12.2019 resolves that: “Taking note of the fact that avoidable delay is being caused in implementation of MLALAD Fund projects by insistence of NOC from Municipal Councillors; That such insistence of NOC from Municipal Councillors is completely illegal; Also taking note of the fact that the House has already resolved earlier that failure to adhere to the timelines for execution of MLALAD Fund would be treated as a breach of privilege and contempt of the House; This House resolves that no NOC from Municipal Councillors shall be insisted upon and that no work identified by the Hon’ble Members for execution of projects under the MLALAD Fund should be stopped on the grounds that NOC of Municipal Councillor is not available; This House also resolves that no work of MLALAD Fund should be stopped for want of any approval or consent of the Standing Committee or House of the MCDs; All the above provisions of this Resolution shall also be applicable to work related to Mukhya Mantri Sadak Punarnirman Yojna Scheme”.
