“The Legislative Assembly of National Capital Territory of Delhi in its sitting held on 03.12.2019 resolves: That this House in its sitting on 03 Dec 2019 resolves That the CAG in its Audit Report for the year ended 31st March, 2018 has certified that the Delhi Government has maintained a revenue surplus for the last 5 years, even as the Centre has reduced its grantsin-aid to the city administration by around 23%. That the CAG has noted that the tax revenue has increased by 14.7% and non-tax revenue has increased by 101.05%. According to CAG, the State GDP of Delhi has varied between 10.75% and 13.43% during the last 5 years. That the CAG in its report has affirmed that the Delhi Government has given more than what is due to the Municipal Corporations. The North Delhi Municipal Corporation owes Rs.2038 crore, East Delhi Municipal Corporation owes Rs.1395 crore and South Delhi Municipal Corporation owes Rs.381 crore to Delhi Government. The Government has deferred the interest liability of the Municipal Corporations. That the Government of India has not only reduced the grant-in-aid to Delhi Government but also owes Rs.3200 crore to Delhi on account of IGST Settlement and Rs.3642 crore on account of SGST commitment. By not referring Delhi to the Central Finance Commission (CFC), the Government of India has denied the legitimate share of the people of Delhi in central taxes to the extent of Rs.6500 crore per annum and the Municipal Bodies are denied grant of Rs.1150 crore per annum. That accordingly, this August House unanimously resolves:- to request the Government of India to make necessary reference for Delhi to the 15th Finance Commission expeditiously. to request the Government of India to immediately release Rs.3200 crore legitimately due to Delhi on account of IGST settlement. to urge the Government of India to immediately release the balance compensation of Rs.3642 crore on account of SGST commitment. to urge Municipal Corporations to stop all pervasive corruption and stop misuse of funds and direct MCDs to stop mis-informing the public by saying that the Delhi Government has withheld MCDs funds”.
